The Howard government has pledged to pay the states cash bonuses to reduce public hospital waiting lists if it wins the federal election.
Under the new system, the commonwealth would set targets for the number of operations or procedures to be performed and give states that exceed the benchmarks access to a bonus pool.
Sources have told News Limited newspapers Prime Minister John Howard will unveil the plan during this year's election campaign.
