A Victorian P-plater has been caught driving along a busy highway with both his hands behind his head.
Another driver, who wished to remain anonymous, saw the man driving in an 80km/h zone on the Moorooduc Highway in Frankston about 6.30pm on Sunday.
He said the P-plater managed to navigate his way through a roundabout without difficulty and may have been steering with his knees.
"I looked in the rear vision mirror and I could see this guy blatantly with his two arms up behind his head," he told the Herald Sun.
"We must have followed him for 15-20km, even to the point where there was another car behind us that actually got up alongside of us and said, 'Look at this idiot'.
"My partner and I were just shaking our heads."
Police said they had identified the man and urged the driver to hand himself in.
